計画の位置づけ いわて県民計画(2019～2028)を始めとする本県の各種関連計画を踏まえ、法第 10 条の規定に基づき、国自転車計画を勘案して策定する都道府県版の自転車活用推進計画であり、本県の自転車に関する施策の指針となるもの。
また、法第 11 条の規定に基づき、市町村が当該市町村の自転車活用推進計画を策定する際に、国自転車計画とともに参考となるものである。
目標と施策 【Ⅰ 利用環境】目標：自転車の利用拡大のための環境創出
　　○施策１ 自転車通行空間等の整備や維持管理の推進
　　○施策２ まちづくりと連携した自転車利用環境の整備の推進

【Ⅱ 健康づくり】目標：自転車利用の促進による健康増進
　　○施策３ サイクルスポーツ振興の推進
　　○施策４ 自転車を活用した健康づくりの推進

【Ⅲ 観光振興】目標：サイクルツーリズム等の推進による観光振興
　　○施策５ 地域資源を生かしたサイクルツーリズムの推進
　　○施策６ 地域特性を生かしたサイクリング環境の提供

【Ⅳ 安全安心】目標：自転車を安全に安心して利用できる社会の実現
　　○施策７ 自転車の安全利用の促進
