| 目標と施策 | 【目標１】自転車に係る利用環境の整備 ○市町村に「安全で快適な自転車利用環境創出ガイドライン（平成28年７月19日道路局長・交通局長通知）」の周知を図るとともに、自転車ネットワーク計画の策定を促し、策定された計画に基づく自転車通行空間の整備を推進。 ○自転車ネットワーク計画や沿道の利用状況に応じて、路外･路上駐輪場の整備や荷捌き車両の駐停車空間の確保を促進。 ○公共交通の利便性向上により、サイクルアンドライドを促進。 ○災害時における被災情報の把握等のため、庁舎や防災拠点等に自転車の配備を推進。 ○自転車のIoT化について、国や他県の取組を情報収集し、本県での取組について研究 【目標２】サイクリングを活用した観光振興、健康長寿社会の実現 ○国内外で開催されるサイクリングイベントへの出展等により、県推奨サイクリングコース及び四国一周サイクリングコースのプロモーションを強化。 ○海外の旅行事業者を招へいした県内視察の受入れなど、インバウンドの取組を推進。 ○県域をまたぐサイクリングイベントを開催するとともに、大規模大会を誘致するなど、本県の豊かな自然環境を生かしたイベント活動を推進。 ○市町村等が実施するサイクリングイベントを支援。 ○幅広い年齢層におけるサイクルスポーツの振興を推進。 ○バイクビズやサイクルアンドライドなど、日常生活における自転車利用を促進。 【目標３】自転車事故のない安全で安心な社会の実現 ○交通規制や物理的デバイス等による生活道路における自動車の速度抑制や通過交通の進入抑制を図る対策により、安全な自転車通行空間の確保を推進。 ○自転車通行の安全性を向上させるため、周辺の交通実態を踏まえた駐車禁止等の交通規制を実施。 ○自転車利用者の法令違反に対する指導・取締りを実施するとともに、自転車運転者講習制度を適切に運用し、危険な違反行為を繰り返す者に対する教育を推進。 ○「自転車安全利用五則」の活用、運転中の携帯電話使用や無灯火運転の禁止の徹底など、自転車の正しい乗り方に関する広報啓発を強化。 ○自転車の安全利用とマナー向上を図るため、自転車交通安全教育を行うとともに、自転車安全教室の開催を一層推進。 ○自転車利用者が定期的に点検整備や正しい利用方法等の指導を受ける気運の醸成に取り組む。 ○自転車の視認性を向上するため、灯火の取付の徹底と反射器材等の普及を促進。 ○関係事業者の協力を得ながら、損害賠償責任保険等への加入を促進。 ○児童等が自転車を利用する際の乗車用ヘルメット着用、高齢者の自転車の安全で適正な利用を促進。 |
