| 目標と施策 | 【目標１】自転車が安全で快適に通行できる環境の整備 (1) 安全で快適な自転車通行空間のネットワークを構築する。 (2) 自転車利用者に対する標識等の統一を推進する。 (3) 自転車の安全な通行に配慮し、既存道路の適切な管理を推進する。 (4) 車社会かつ雪国である本県の実情を踏まえ、観光振興面、地域公共交通面での自転車活用の有用性、有効性を検討する。 【目標２】サイクリング環境の向上と情報発信による観光立県の推進 (1) 山形県の魅力を活かしたサイクルツーリズムに関する情報を発信する。 (2) サイクリストを受け入れるための機運を醸成し、受入環境の整備を推進する。 (3) 安全で快適な自転車通行空間のネットワークを構築する。 (4) サイクリングイベント開催に必要な行政手続きの円滑化を推進する。 【目標３】サイクルスポーツの振興や環境にやさしい自転車利用の促進等による活力ある健康長寿社会の実現 (1) 自転車を活用した健康づくりに関する広報啓発を推進する。 (2) 県民、企業等への呼びかけにより、ＣＯ2 排出量の削減につながる自転車でのエコ通勤を促進する。 (3) サイクルスポーツの環境整備等について、関係団体等との意見交換を行う。 (4) 安全で快適な自転車通行空間のネットワークを構築する。 【目標４】自転車・自動車双方の交通マナー向上と安全教育の充実等による事故のない安全で安心な自転車の活用 (1) 自転車利用に関する県民の交通安全意識の向上に資する効果的な広報啓発活動を推進する。 (2) 自転車利用者に対する交通安全教育を推進する。 (3) 自転車利用者自身を守る安全対策を推進する。 (4) 自転車利用者に対する指導・取締りを推進する。 (5) 事故を未然に防ぎ、安全な利用のための自転車の管理や点検整備を推進する。 (6) 自転車による主要な通学路及びその危険箇所を把握・共有する。 (7) 万が一の事故に備える自転車保険の加入を促進する。 (8) 自動車や公共交通機関が利用できない災害時における自転車の活用を推進する。 |

[Goal 2] Promote tourism prefectures by improving the cycling environment and disseminating information (1) Disseminate information on cycle tourism utilizing the appeal of Yamagata Prefecture. (2) Develop momentum to accept cyclists and promote the development of an acceptance environment. (3) Build a network of safe and comfortable bicycle traffic spaces. (4) Promote the facilitation of administrative procedures necessary for holding cycling events. [Goal 3] Realize a vibrant, healthy and longevity society by promoting cycle sports and promoting environmentally friendly bicycle use, etc. (1) Promote public relations and enlightenment on health promotion using bicycles . (2) Promote eco-friendly commuting by bicycle leading to a reduction in CO2 emissions by calling on citizens of the prefecture, companies, etc. (3) Exchange opinions with related organizations, etc. on improving the cycle sports environment, etc. (4) Build a network of safe and comfortable bicycle traffic spaces. [Goal 4] Utilize safe and secure bicycles without accidents by improving traffic manners for both bicycles and automobiles and enhancing safety education, etc. (1) Promote effective public relations and enlightenment activities that contribute to raising traffic safety awareness among citizens of the prefecture regarding bicycle use. (2) Promote traffic safety education for bicycle users. (3) Promote safety measures to protect bicycle users themselves. (4) Promote guidance and control for bicycle users. (5) Prevent accidents and promote bicycle management, inspection and maintenance for safe use. (6) Identify and share the main routes to school by bicycle and their dangerous places. (7) Promote enrollment in bicycle insurance in case of an accident. (8) Promote the use of bicycles during disasters when automobiles or public transportation cannot be used. |
